1. 개요

헤븐 번즈 레드에 등장하는 군사조직. 기지는 현실에서 항공대 헬리콥터 비행장으로 사용되고 있는 도쿄도 타치카와시의 육상자위대 타치카와 주둔지에 소재하고 있다.[1] 건물은 히토쓰바시대학이 모티브.

캔서의 침공으로 멸망을 목전에 둔 인류가 세라프 적성을 가진 자들을 모아 대(對) 캔서 전투 수행을 위해 설립한 부대. 작중에서는 '군'으로 지칭된다. 작중의 일본은 인구가 800만 명밖에 남지 않은 국가 궤멸급 피해를 입은 상황이라[2], 기존의 정부나 자위대는 기능을 잃고 세라프 부대가 군정의 지위를 겸하고 있는 것으로 추정된다.

작중에 밝혀진 인류의 전선은 각각 남아메리카와 아프리카에서 북상한 캔서 집단을 상대하는 북아메리카 전선과 유럽 전선, 규슈에 형성된 군집을 상대하는 일본 전선인데, 세라프 부대가 일본에 한정된 조직인지 일종의 지구방위대 성격을 지니는 연합군인지는 작중 서술이 명확하지 않았다. 다만 각국에 지부[3]를 두고 있는 것을 보아 작중에 나오는 부대는 세라프 부대의 일본 지부일 가능성도 있다고 추측됐다. 실제로도 세라프 부대는 일본이라는 특정 국가가 아닌 인류의 존속을 강조하고 있다.

전투원은 세라프 적성이 있는 소녀를 직접 스카우트하여 모병한다. 다만 아포칼립스 세계관이라 세라프 적성이 있다고 아사쿠라 카렌 같은 중범죄자를 징병하거나 뱌코와 같은 동물을 전투원으로 넣기도 한다.

편제는 세라프 대원 6인이 하나의 전투부대를 이루며, 그 외에 사령부와 정비, 보급, 의무 등 비전투부대가 존재한다. 전투부대뿐만 아니라 사령부 예하 전원이 여성인 여군 조직. 다만 나나세 나나미의 설명에 따르면 남성 부대는 기지째로 따로 분리되어 존재한다.

대원들이 대부분 청소년들이라 그런지 기지는 군대라기보다는 평범한 학원 같은 느낌으로 꾸며져 있다. 대원 하나하나가 매우 귀중한 전력이다보니 복지도 상당히 잘 갖추어져 있다. 군기도 사실상 없어서 대원들이 사령관에게 반말을 쓰는 것은 기본이고, 농담 따먹기 식의 하극상도 관대하게 받아준다. 어지간한 군률 위반에 대한 처벌도 한 달간 화장실 청소 수준으로 끝나는 정도.[4] 다만 민간인과의 접촉은 엄격히 금지된다.

또한 가명을 사용하는 것을 허락하는 것인지 31X에서는 캐롤 리퍼와 아이린 레드메인 두 명 모두 가명을 사용 중이며 사령관인 테즈카는 본명이 아닌 가명 쪽으로 부른다.

4장 전편에서 세라프 부대는 세계정부의 산하 조직이며 부대원 전원이 휴먼 나비임이 밝혀진다

초반부 언급되었던 남성 부대의 존재는 블러핑이라는 추측이 많은데, 남성 부대의 존재 자체가 단 한 번도 나오지 않았고 4장 후편에서 보여준 돔에서 생활에서도 마찬가지 31A를 필두로 한 세라프 부대의 방송만 보여주었을 뿐, 남성 부대의 방송은 단 한 번도 보여주지 않았기 때문. 세라프 부대원의 실체가 드러나면서 이는 더욱 명확해졌다.

31기의 성과는 이미 선대 부대들을 아득히 뛰어넘은 상태다. 4장의 주요 작전이 선대부대들이 모든 역량을 갈아넣은 비장의 무기까지 써가며 진행했음에도 실패한 스컬 페더 토벌을, 그 비장의 무기조차 사실상 무력화된 상태에서도 성공했기 때문이다. 이미 여러 작전들이 정황상 선배부대들이 실시했다 부대가 괴멸될 정도의 피해받은 작전들로 보이는데, 지금까지 진행된 스토리를 보면 주요 전투 부대원 중 사망자가 2명에 불과한데다가 작전을 성공한 것이 거의 기적이라고 말할 정도라고 한다.

테즈카 사령관의 성격이 너그러운 편인지라 부대원들에게 절대로 하지 말라는 짓을 하면 꼭 해버린다. 단적으로 단장 II에서는 테즈카가 금기 구역에 가지 말라고 경고했음에도 불구하고 루카는 '언제 우리가 시키는대로 했냐'면서 그냥 막 나가는 모습을 보여주기도 한다.

실제로 엄중한 처벌을 내린다 해도 현재 세라프 부대원들의 대체 인력이 없기 때문에 진짜로 대형 사고를 치지 않는 이상은 테즈카 사령관이 일부러 눈 감아주는 경우도 많으며 부대 청소에서 끝내는 것이 대부분이다.

5장이 진행되면서 차후에 후배부대를 편성할 가능성을 언급한 정황이 있다. 31A를 포함한 31세대 부대들이 엄청난 성과를 거두고 있는 점은 사실이지만, 언제 어떻게 괴멸될지 알 수 없는 상황이라[스포일러] 차후를 대비하는 듯한 언급이 있다. 스토리 진행이 어떻게 될지는 불분명하나, 게임이 장기화되어 후속 스토리가 지속적으로 나온다면 32세대로 분류되는 후배부대들이 나올 수도 있다. 냉동인간마냥 보관하다 결원 보충이 필요하면 휴먼나비로 만들었던 개체들을 깨우는 것일지도 모른다.
